Article 3 The Intergovernmental Conference Consists of the heads of government of each nation-state. Each national government has one vote. Each national gouvernment assumes the presidency of the IGC for six months. The president is called, “The President of the Intergovernmental Conference”. During the six months of office, the president of the IGC is the third person in the hierarchy of the Union The IGC may meet with just the ministers of the nation-states. eg. Justice or finance or agriculture… The IGC fixes its own rules and procedures. |
This name, IGC, because of confusion in the minds of many with the Council of Europe By “hierarchy” is ment that in the case of death or incapacity of a higher personage then the next in line assures the continuity of the institutions. |

Article 4 The European Parliament The Parliament is composed of members elected by the direct vote of all the citizens of the Union. For each nation-state, their number, is directly proportional to the population of each nation-state. This proportion is fixed by a unanimous decision of the IGC. The members of the European Parliament are elected for five years. The Parliament fixes its own rules and procedures. The European Parliament: - Elects from its members, its own president who exercises his or her mandate for the life of the parliament. This person is the second person in the hierarchy of the Union. - Elects from its members, a Prime Minister and other ministers. The Prime Minister is the first person in the hierarchy of the Union. The Prime Minister represents the Union. The ministers represent the Union at their level of competence. |
These ministers assume the functions of the present commissioners. These ministers are doubly responsible ; to the Parliament and to their electorate. The Prime Minister becomes ‘Mr Europe’ The Foreign Minister replaces the High Representative for the Common Foreign and Security Policy, Javier SOLANA |

Article 5 Procedures Both the IGC and the Parliament may initiate legislation. Each article of legislation initiated by one must be approved by the other When there is disaccord, negotation is undertaken to reach an agreement. If there is unresolvable disagreement, the ICG, by a unanimous decision, may dissolve parliament. In the event of dissolution, elections must be held throughout the Union within three weeks of the date of dissolution. This new parliament is elected for five years, as in Article 4. After the election of its president and ministers, the new parliament must vote on the motion which precipitated the dissolution. The decision of the Parliament is now binding on the IGC. |
